Robert Mugabe to be sworn in before election results announced

Robert Mugabe will be inaugurated as President of Zimbabwe this afternoon, even though the results of Friday's presidential election have not yet been announced.

I wonder how such a low turn out of voters will produce a record victory at the polls?
