MPs' expenses: David Cameron to curb 'flipping'
Conservative MPs will be banned from “flipping” their designated second homes in order to milk the Commons allowances system, David Cameron is to announce.

His Master's Voice does not refer to Cameron himself but those in the shadows behind him. As a leader he does not have the authority to decide for himself. He must report back from the shadow cabinet meeting, then take his orders what to do next. Evidence for this is that a real leader would have dismissed some of the shadow cabinet at their meeting this afternoon. He bottled it!
