Jumped up clerk tells public to mind own business



Lords official signed gagging order over peers expenses memo

Michael Pownall, the Clerk of the Parliaments, signed a legal gagging order to block the release of his memo explaining his controversial definition of a main home for the purposes of the House of Lords overnight stay allowances.


So, the idea behind this secrecy is to allow members to continue fiddling expenses because the public are kept in the dark about the criterion for making claims and cannot challenge it?
