Why has the Guardian and its Home Affairs editor Alan Travis run with this complete load of tosh when it is no longer the silly season?

Ken Clarke refuses to rule out retention of control orders

Justice secretary 'looking to see what can be done' about scrapping orders, but leaves door open to possible retention


Kenneth Clarke is the Justice Secretary, and Control Orders come under Teresa May the Home Secretary's responsibility.

Could it just be that the paper and journalist are just too scared to report on an issue which is the Justice Secretary's responsibility and that he has failed to act responsibily on it? I refer, of course, to Hirst v UK (No2) the Prisoners Votes Case.
