Well, that's a first. Receiving bad news from the Council of Europe via Twitter...

Well, I tried the links but only got the following message HTTP Error 500.13 - Server error: Web server is too busy.

This is very disappointing. Even more so, as I cannot find the relevant information on the Council of Europe website. This is just like our Parliament website, I have difficulty finding the information I am seeking. However, between 9-5, Monday to Friday, I can usually phone the Commons Information Office and they will navigate me through it.

Decisions, decisions. So, the Committee of Ministers has decided to delay considering execution of Hirst v UK (No2), and reaching a decision criticising the UK for non compliance over a 5 years period, on the basis of a pending decision by the Grand Chamber in a case called Greens and MT v UK decided over 5 years after my case was decided.

Sets standards, fights for democracy, human rights and the rule of law and ensures that Europe is so much more than you think.

What standards would they be? An organisation that fights for democracy, human rights and the rule of law and ensures that Europe is so much more than you think? Sounds very interesting. There's a saying, in relation to a scam, "if it looks too good to be true, then it most probably is".

Judgments of the European Court of Human Rights: First meeting of the Committee of Ministers of the Council of Europe to supervise their execution

Strasbourg, 08.03.2011 – From 8 to 10 March, the Committee of Ministers of the Council of Europe will hold its first “Human Rights” meeting for 2011 in the course of which it will supervise the execution of the judgments of the European Court of Human Rights.

At the meeting, the Committee of Ministers will for the first time apply new working methods, adopted in December 2010 pursuant to the Committee’s decision at its 120th session in May 2010 which endorsed the Declaration and Action Plan adopted at the High Level Conference at Interlaken on the future of the European Court of Human Rights.

Henceforth, all cases will be considered inscribed on the order of business of all meetings. Moreover, a new supervision system along two tracks is introduced: a “standard supervision” and an “enhanced supervision”. “Enhanced supervision” applies to cases meriting priority attention by the Committee of Ministers as a result of their nature or the types of questions raised :

· judgments requiring urgent individual measures;

· pilot judgments;

· judgments raising major structural and/or complex problems as identified by the Court or by the Committee of Ministers;

· interstate cases;

· other judgments which for special reasons require such supervision.

Besides the examination of new judgments (in principle those which have become final by 15 January 2011) and the progress achieved in the execution of cases already pending, the Committee is called upon to adopt final resolutions in some 110 cases in which all necessary execution measures have been taken.

The last public information with respect to the main cases or groups of cases are available, grouped by state, under the heading “state of execution” on the special web site dedicated to the execution of the Court’s judgments.

The resolutions and decisions adopted will be made public at the end of the meeting and may be consulted on the Committee of Ministers´ website and on www.coe.int/execution.
