Should Boris Johnson have been shot on the spot for looting?

The Thief of Bagdad, Boris Johnson, "has agreed to give back the [cigar] case [which he looted] but spoke of his astonishment at the intervention of the police".

I think it is a shame that Boris Johnson was not treated like all other looters and shot on the spot.

Since when has it become a blunder for the police to investigate the crime of theft? At the very least, Boris Johnson should receive a caution from the police. Have his fingerprints taken, his photograph enter the rogues gallery, and a sample of his DNA kept on the DNA database just in case he re-offends in the future.
