John Prescott, Labour MP for East Hull, is according to the Hull Daily Mail "TO HELP DIFFUSE POLITICAL TENSIONS IN ARMENIA". That is, spread political tensions in Armenia. However, contrary to the headline, the text of the article gives a different message "John Prescott is heading European human rights delegation to Armenia in an attempt to defuse the country's growing political crisis". That is, ease political tensions in Armenia.
