"Drug-free jails are an unrealistic possibility according to a report published yesterday disclosing that half of all inmates use illegal substances.

The critical study into the funding of drug treatment in jails in England and Wales estimated that a drug addict costs the taxpayer more than £800,000 over his or her lifetime
