They can't charge him because he is known to have been in the employ of the British security services and any trial would prove embarrassing.
We saw the media hullaballoo over the 'lyrical' terrorist which proved to be just that.
Thankfully, the verdict was overturned; but, how soon before we see a Ray Mears fan being 'lifted' for having knowledge which could possibly be used for terrorism?
