Tory frontbencher Chris Grayling said: 'If he has broken the rules, his position as chairman will be pretty much untenable.

The first and only thought entering the hed of a law abiding citizen would be to contact the police on discovery of 'highly sensitive material' and give them the material.

In the 'files on the train' case the finder either took inordinate trouble delivering same to the BBC or contacted them and arranged collection. The aim was not to do the 'right' thing, but to 'publicly' cause trouble and embarrassment.

Labour's been 'leaking like a sieve' in the past few months alongside it hitting 'rock bottom' in opinion polls. Will it likewise be holding private contractors responsible for the increasing loss of confidential information for which the government has overall responsibility ?
