Epileptic prisoner tortured to death

Whilst I can understand that there may well have been insufficient evidence to make a charge of murder stick in this case, I fail to understand why the alternative charge of manslaughter was not proceeded with. The same applies with charges of Actual Bodily Harm as opposed to charges of Grievious Bodily Harm. I am normally opposed to the power of the Attorney General to refer cases back to the Crown Prosecution Service and the courts where an unduly lenient sentence has been deemed to be passed, but in this case I would make an exception. I feel that nothing short of a life sentence for these offenders would serve justice.
