According to the sex tourist Mark Leech, who like paedophile Gary Glitter, travels to Thailand because the age of consent is 16 in England, claims that this is the address for the Institute of Prison Law, 175 Hill Lane, Manchester M9 6RL. However, Google Maps pinpoints this post code as being for nearby Coldstream Avenue.

Mark Leech claims that the so-called Institute of Prison Law is "Accredited by the Law Society and Bar Council", and that it "was founded by two criminal lawyers in 1998". In an update, Leech now claims to be authorised by the "Solicitors Regulation Authority, accredited by the Bar Standards Board. However, the "(SRA) deals with all regulatory and disciplinary matters, and sets, monitors and enforces standards for solicitors across England and Wales". The problem is that Mark Leech is not a qualified solicitor. "The Bar Standards Board was established in January 2006 as a result of the Bar Council separating its regulatory and representative functions. As the independent regulatory board of the Bar Council, we are responsible for regulating barristers called to the Bar in England and Wales". The problem is that Mark Leech is not a qualified barrister.

Given that the SRA's and BSB's remits only extend to monitoring and disciplining qualified lawyers, who monitors and guards the activities of Mark Leech? Given that he has recently decided to launch a personal attack upon me, I will make it my public duty to investigate and put a stop to this conman's unlawful conduct.

Presently, the Legal Services Commission is conducting a consultation exercise into Prison Law Funding in an attempt to limit Legal Aid being granted to prisoners because it is being claimed that too many solicitors and barristers are making too much money from the scheme. According to the LSC "The scope of this consultation will focus on the funding and quality of prison law advice and assistance cases...". The LSC recognises that some firms neither have the knowledge or expertise necessary to provide prisoners with the required quality of prison law advice that they deserve, and suggests that "One measure that could be introduced fairly quickly would be a supervisor standard already in use in other areas of legal aid". Whereas Mark Leech claims that lawyers are competent to practice prison law after 8 hours with his so-called Institute of Prison Law course, the LSC states "This proposal looks at introducing a standard to ensure the overall quality level of firms providing prison law services, by introducing a prison law supervisor standard of 350 hours".

In my view, Leech is not competent to be engaged in the activity in the first place. Secondly, both the Solicitors Regulation Authority and Bar Standards Board need to be investigating Mark Leech to see if being associated with him is bringing their own organisations into disrepute? Leech covers his fraudulent activities under a thin veneer or respectability. I intend to dig deeper and expose him for what he is. I intend to submit representations to both the SRA and BSB calling for them to disassociate themselves from Mark Leech the fraudster.
