Prisoners could fix armed forces accomodation

"Armed forces accommodation has been branded a "national scandal" after figures suggested it could take almost half a century to bring houses up to scratch".

It would seem to me that much of this problem could be reduced if the government used those prisoners with the necessary skills, and paying them the National Minimum Wage, to improve the state of these properties.

This would turn a lose/lose into a win/win situation.

There is a precedent for this.

The A13, A12, A3, A4, A10 and A1 were all wholly or partially built using convict labour.
