Police officers 'disappointing the public'

Ian Johnston, the President of the Police Superintendents' Association, said officers were "rude and uncivil" and must learn to provide a better service.

John,
In today's press a high ranking officer cited "Government's red-tape and targets were preventing officers using their own discretion in their work". Also cited public anger over speed fines etc. etc.
