Why are there no pavements between home and primary school?

Why are there no pavements between home and primary school?

Father follows son to school in car in pavement protest

A father who accompanied his son on the walk to school by following him in the car to protest at the lack of pavements has been warned he could be arrested.

I think this is outrageous. Can't help wondering why the father has waited until his son is almost ready for High School before publicising his complaint? And, shouldn't the boy be walking on the other side of the road and facing oncoming traffic according to the Highway Code? Still, the threat of prosecution against the father rather than pursue the council for reckless endangerment...
