Is this really sex abuse?
This used to go on all the time, between the boys, in Dr Barnardo's Homes. There were no prosecutions. It was consensual sex, in spite of the age differences. It was sexual experimentation. I suppose the offender will get a stiff sentence? And, placed on the sex offender register? In this case, is it not being blown out of all proportion?
Watch out for a future Sun headline, "Baby accused of playing with another baby's genitalia", if the Sun editor knows what the last word means.
I don't know about police state. Quick, wrap the kids up in cotton wool. The Nanny State is here!
