Top judge questions lengthy jail terms

Lord Phillips, the Lord Chief Justice, has rejected the view that prison places should be dictated by the amount of people judges send to prison. He said that this was like giving the judiciary a blank cheque to fill in. He questions whether there is justification for such lengthy prison terms, and states that the public should decide whether to waste the money on punishment or spend it on worthwhile things like schools and hospitals.
