It absolutely beggars belief. Small minded, small people trying to feel important by wielding their pathetic power against the defenceless.
It is things like this which make me so glad that I no longer live in the UK.

richard: You're right it does beggar belief. Little Hitlers I call this type. I'm surprised that they don't issue tickets to pigeons who drop their waste all over the place. I hope they get one in the eye as well!
Sorry folks but it's little england. Drop a child on its head and nobody cares, make it disappear and it's everyone else's fault, especially when they are foreign; but throw litter on the ground, and you get punished.
