...Mr Clarke also said recent "hysteria" surrounding giving prisoners the right to vote, and the prospect of it including murderers, rapists and paedophiles, was provoked by "some rather extreme fears".
He said it was time for the Government to reach some conclusions on the issue before prisoners fighting for their right to vote start being awarded damages by the courts.
"If there's one thing that will stoke up public fury even higher it's if some people start getting awarded damages for some breach of human rights," he said.
The Government has to act after the European Court of Human Rights ruled a blanket ban on prisoner voting was illegal more than five years ago
The Daily Telegraph disclosed earlier this month that some prisoners will be given the vote after David Cameron conceded there was nothing he could do to halt the European ruling taking effect.
Mr Clarke signalled there could be some "progress" on the issue in the next two weeks before the European Council of Ministers meets to discuss the issue.
