According to the Council of Europe "the United Kingdom authorities have until 11 October 2011 to introduce legislative proposals with a view to the enactment of an electoral law to achieve compliance with the Court's judgments in Hirst and Greens and M.T. according to any time-scale determined by the Committee of Ministers".
Only the last report, my own, is based on truth. This means that when the Guardian credits Sadiq Khan with scuppering prisoners votes, this is belied by my own report which proves, rather than scuppered, that my battleship from Strasbourg is sailing up the Thames to bombard the Houses of Parliament.
It is not true that David Davis and Jack Straw forced a Commons debate on the issue, they merely asked for one and it was granted uncontested. The reason being, that the motion, debate and vote counted for nothing. The ECtHR dismissed it for what it was, a publicity gimmick. As my post shows, David Cameron has until 11 October 2011 to legislate for prisoners votes or else...
