Many criminals just need an education
"The cost to the country of having thousands of petty criminals, each of them committing hundreds of offences, out on the streets far exceeds the cost of keeping them in jail".

Woolly and uninformed, as you say. "He can read and write, therefore he is no longer a criminal." He needs to spend some time with Peter Mayle.
