Children 'should not be jailed'

The prisons inspector has called for an end to the incarceration of children, after an "unprecedented rise" in the number of inmates under the age of 16.

I am confused by this report because Scotland's justice secretary, Kenny MacAskill, said there were currently no under-16s in prison. And yet, Scotland's Prison Inspector, Dr Andrew McLellan, claimed that there was "an unprecedented rise in the number of imprisoned children".

Whatever .... Boris recently raised concerns about young offenders being imprisoned alonside murderers etc. and rightly so.
